DEQ NOTICE OF TIER II DRAFT PERMIT
A Tier II application for an air Title V operating permit renewal has been filed with the Oklahoma Department of Environmental Quality (DEQ) by applicant, ETP Crude, LLC, 22739 Highway 19, Maysville, OK 73057.
The applicant requests approval to renew and continue to operate its Velma Crude Oil Pipeline Breakout Station located in Velma, Oklahoma, legally described as located in Section 13, Township 1 South, Range 5 West in Stephens County, OK 73491.
In response to the application, DEQ has prepared a draft operating permit (Permit Number: 2025-0828- TVR5), which may be reviewed at Duncan Public Library or at the Air Quality Division's main office (see address below). The draft permit is also available for review under Permits for Public Review on the DEQ Web Page: https://oklahoma.gov/deq.html.
This draft permit authorizes the facility to emit up to 308.71 TPY of VOCs and 7.01 TPY of total HAPs, reflecting decreases of 72.22 TPY in VOC emissions and 1.94 TPY in total HAP emissions.
The public comment period ends 30 days after the date of publication of this notice. Any person may submit written comments concerning the draft permit to the Air Quality Division contact listed below or as directed through the corresponding online notice. A public meeting on the draft permit modification may also be requested in writing at the same address. Note that all public meetings are to be arranged and conducted by DEQ staff.
In addition to the public comment opportunity offered under this notice, this draft permit is subject to U.S. Environmental Protection Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR § 70.8.
If the Administrator (EPA) does not object to the proposed permit, the public has 60 days following the Administrator's 45-day review period to petition the Administrator to make such an objection as provided in 40 CFR 70.8(d) and in OAC 252:100-8-8(j).
