DEQ NOTICE OF TIER II DRAFT PERMIT
A Tier lI draft permit for an air quality operating permit at a Part 70 source has been filed with the Oklahoma Department of Environmental Quality (DEQ) for applicant, Targa Pipeline Mid-Continent (Velma) LLC, 110 W 7th Street, Suite 2300, Tulsa, OK 74119.
The draft permit requests to remove three (3) natural gas-fired compressor engines (C-7, C-8 and C-9) and replace them with two (2) natural gas-fired compressor engines (C-7a and C-8a) at the Ketchum Ranch Compressor Station facility located North of Baseline Rd approximately 3 miles North of Velma, OK 73491. Section 27, Township 1N, Range 5W, Stephens County, OK.
In response to the application, DEQ has prepared a draft operating permit (Permit Number: 2022-0425-C (M-3), which may be reviewed at the Duncan Public Library, located at 3785 US-81, Duncan, OK 73533, or at the Air Quality Division's main office (see address below). The application is also available for review in the Air Quality Section of DEQ's Web Page: http//www.deq.state.ok.us/.
Targa submitted a Tier I Construction Permit Modification Application (Application) to the Oklahoma Department of Environmental Quality (ODEQ) for the Facility. The Facility currently operates under Operating Permit No. 2022-0425-TV, which was issued by ODEQ on June 16, 2025 (Permit). Targa applied for a Tier I minor modification to replace the lean burn engines (C-7, C-8 andC-9) with one (1) lean burn 1,775-hp Caterpillar G3606 (C-7a) and one (1) rich burn 1,478-hp Waukesha L7042GSI (C-8a) on December 2, 2025. However, due to the limited number of lean burn engines available, for operational flexibility, Targa is submitting this Tier I Modification to potentially install two (2) rich burn 1,478- hp Waukesha L7042GSI engines (C-7a and C-8a) to replace engines (C-7, C-8 and C-9) fi a lean burn engine is not available.
The public comment period ends 30 days after the date of publication of this notice. Any person may submit written comments concerning the draft permit to the Air Quality Division contact listed below. A public meeting on the application may also be requested in writing at the same address. Note that all public meetings are to be arranged and conducted by DEQ/CSD staff.
In addition to the public comment opportunity offered under this notice, this application is subjectto U.S. Environmental Protection Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR § 70.8.
If the Administrator (EPA) does not object to the proposed permit, the public has 60 days following the Administrator's 45 day review period to petition the Administrator to make such an objection as provided in 40 CFR 70.8(d) and in OAC 252:100-8-8(¡).
